No Kill Fake
Someone recently shared an article with me that was written in 2012 about MAS supposedly claiming to be a No Kill Shelter his first year working as a director. Now this is false. It’s never been no kill, however, the real question is, where are all the animals going that end up at the shelter? There’s the million dollar question but I’ll get back to that later.
First off, let me say I’m leary this article was written in 2012, especially since you can change the dates of postings on any website to whatever you want. As a matter of fact, I did it with this article. I’m setting here writing this July 10th 2015, however, it appears to the public that it was written & published in 2012. But if it was written in 2012 lets break it down with more truth & facts. I’ll post parts of the article, then my own information.

“A year ago, the Muncie Indiana Animal Shelter had a 40 percent euthanization rate, 33 percent below the national average of shelter euthanization, according to the ASPCA. But that was not a low enough rate for Phil Peckinpaugh, who took over the Muncie Shelter as director earlier this year. In nine months the 40 percent kill rate was reduced to 10 percent; now the Shelter is ‘no-kill.’”

I don’t believe the euthanization numbers given, and one good reason is because there were major issues with animal control, or should I say lack of, if you actually look into it. The county had contracted with animal control from another county. And currently MAS isn’t listed as a no kill, which brings up the million dollar question of where are all the animals going that go through the shelter? If you take the cities population, and compare it to the constant amount of animals that go through the shelter every year, that would almost signify that what, people are supposedly surrendering a bunch of animals while re-buying more animals to turn around and surrender them at an alarming rate. But now wouldn’t the shelter catch an entire city constantly doing that, and why keep letting them rebuy more? Besides that there are lots of people around town that claim the shelter won’t pick up loose animals when they call, as a matter of fact one woman was charged with animal cruelty over loose cats that weren’t hers and that the shelter refused to pick up. So the shelter refuses to do their job and it’s on citizens to feed & take care of loose animals? Doesn’t sound right does it? And yet he pretends some people are hoarders, because the shelter doesn’t do its job so they have to take care of animals because others won’t, and so that he doesn’t falsely charge you for doing his job. Way to “successfully run” an animal selling business, I mean a shelter. That’s just one example; another is more recent and was listed in the newspaper where a citizen stated how many loose animals they had caught for MAS. So you have citizens catching & taking care of loose or dumped animals, most it appears don’t go to the shelter so where are the animals coming from that go through the shelter & better yet, if he’s not killing them, or adopting them out to people, where are they going? The best question he won’t answer honestly is where are they all coming from? Good amounts are illegal seizures from families, and even rescues that he can threaten with false charges based on lies. Why? Because the money made from the animal shelter selling animals (and yes it is selling, and no different than puppy mills, or pet stores, or dog flippers) goes to the city to help fund other projects, such as “pay to use dog parks” around the city, and not to actually taking care of, feeding, or medical care for the animals in the shelter. So in reality, you’re not helping the shelter when you donate money, or buying animals from them, you’re helping fund the city.

“’No kill” doesn’t mean that stray animals are never euthanized, but that it is not the solution applied to solve overcrowding. Only pets that are seriously ill or aggressive are candidates for euthanization, but most no-kill shelters, like Muncie, will attempt rehabilitation before considering putting an animal ‘to sleep.’”

More bogus b.s on euthanization of sick animals. There has been a large number of people who have bought dogs & cats from the shelter that were terminally sick and died soon after they were bought. Others have bought dogs they claim were aggressive, and he’s lied about killing some animals that weren’t sick, & others weren’t killed but adopted out but lied and claimed they were. MAS is more concerned with selling as many animals as they can get their hands on to generate as much money as they can for the city.

“Even though its new policies, like taking pets directly from families who cannot afford to take care of them, have increased its population by 500 dogs and cats over the first nine months of 2012, these policies give the city of Muncie a sense of pride. “We haven’t had to kill a single animal because we haven’t had space for them,” Peckinpaugh told the Muncie Star Press, adding, “I’m happy with that number.”

Now this is the first that this info has been out there and another reason I question the articles “true” date it was published. One the “Illegal seizures” he’s been pulling are not only on people who can’t afford to take care of their animals or pets that are even neglected at all. He’s targeted the “minority” part of the community, mostly women, some black men, a rescue, and who knows how many others. He does this with threats of false charges and pressing false charges on some. The judge all of his “false charges & fines” went through was recently banned for life for violating the laws, her legal authority as a judge, citizens rights, ect, and a few of the cases that got her banned were animal charges from the MAS director. You can READ HERE for yourself, and then tell me he’s not been getting away with lying & falsely charging people which is a crime. Lets discuss the above info though, does it seem right or even ethical of a mayor, or shelter director to set out to purposely harm, use, & exploit it’s poor citizens & animals for the ones who need help, wouldn’t, & shouldn’t they instead be trying to help those fur families be able to take care of their fur kids instead of ripping them from loving families just because they need a little help, especially when there are pet food banks they could send them to instead? Lets see, they take animals away claiming the owner can’t afford to feed them, ect, and place them in their shelter which constantly begs for food and donations for everything because it can’t afford to feed or take care of those same animals? Hmm but isn’t that neglect by a shelter? So it breaks down to, lets take some animals we can’t take care of but that we can sell to generate the city income under the guise of “trying to help neglected animals”. Yeah you kind of seeing the scams now that shelters manipulate animal lovers with? Peckinpaugh would be happy with that because he’s a close personal friend of the mayor & is how he got his position with only having a college education in communications, & working at another rescue that also had an issue with stealing loose animals, not returning them to their owners & trying to sell them. He’s a violent person which backs up threatening animal owners of his illegal seizures into silence with false charges, it was in the newspaper how he & his father assaulted a local attorney, and of course no charges were brought. Two, he admitted to participating in an cruelty to animals event “hog wrestling” (both he & his wife) and stated that you could see the pigs in the event were in distress but none were being harmed. Wait now say that again, you can see an animal is in distress but it’s not being harmed? This statement coming from the director of animal shelter/control, who presses charges on others for “harming animals” “Neglecting animals” “dog fighting”, ect? Lets play that statement again…..You could see the pigs were in distress, but none were being harmed. So in Phil Peckinpaughs eyes animals that are being abused & are clearly in distress, aren’t being harmed because the animals are being harmed for the entertainment of humans to help generate a county fair income? You know, I bet that’s what dog fighting rings say as well when they’re being arrested for harming animals. Not to mention the event technically violates the state animal cruelty law, because pigs are covered under it, & it is purposely tormenting an animal for money & “good ol fun”. So MAS director likes to violate numerous laws, assaulting people, stealing pets, bullying, threatening, intimidating, falsely charging citizens and participated in an event that is cruelty to animals. Now why on earth would someone with no morals, & no real empathy or compassion for animals feel bad about exploiting the fur families & fur kids of community? And even more it shows how Muncie Indiana’s current mayor treats it’s “minority, being women, kids, blacks, the poor, in other words anyone who isn’t rich & why there’s a current sexual harassment lawsuit against the city, & why another woman sued him right before he took office. Does a community need a mayor that wants to exploit them instead of helping them? I would hope not!

“Of course, the costs to support the Shelter are higher and every single square inch of the facility is packed, but the animals are fed, exercised, and attended to while they await adoption or settle down to spend their remaining years in the shelter. And the Mayor and the community seem to believe that going no-kill is worth the extra cost.”

That’s just it, the majority of the money generated by selling animals goes to the city and not the animals. Also, animals are housed at shelter employee’s homes. This might be one reason missing pets aren’t seen when their owners look through the pets at the shelter. Those housed at employee’s homes are also never posted online by them as “found”, or as up for adoption. There are also no animals that have lived out their lives at the shelter that I’ve ever heard of. The two hundred grand it gets from the contract with the county to pick up animals and the right at another five hundred grand the adoption fee’s from all the animals that go through there, who would choose killing an animal over selling it?

“The Muncie shelter has partnered with local pet stores to help in adoption services, with local veterinarians for consultation on medical issues and for neutering services, with the county’s animal control to combine duplicative services… It has added staff, expanded open hours to the public, and is using social media to make connections for lost and found and adoption services.”

That information is pretty interesting seeing as how the pet stores in the city have their animals seized by this same director, interesting way to do business. However that’s exactly what happened with a rescue called “Adopt A Lab” the shelter placed animals with them one week before illegally seizing animals at the rescue/boarding. This rescue even had the backing of the state board of health & a vet that animals were not being harmed or neglected. He threatened the owners into even signing away animals that were boarding with them, which they weren’t legally able to do. There is opinion article from the former deputy mayor about him abusing his position, and nothing being done you can read it here. One of the vets the shelter uses is actually a board member of the shelter, the other markets the shelters dogs to her friends. Obviously both gain something. Also the lost & found is more than an utter lie. Nor do they hardly ever list any of the animals they have for adoption. That’s because they lie to people and pretend they don’t have their missing pets, when in fact they do but have every intention of selling it. A woman luckily found her missing dog after visiting the shelter everyday looking for it (she never seen it there because 1.they have areas citizens can’t go into to look, & 2. obviously you won’t see them there when they’re being housed at employees homes) they claimed they didn’t have it, when in fact they did, lied to her, & just sold it. She found it because the family they sold it to posted its photo as being missing, and once they got it back they let the real owner have it back, which the shelter had a major problem with, and one of it’s faithful shelter followers kept posting telling the shelter to get the health department on the new family for giving it back to the real owners. This woman also let out she use to stalk places with animals so I’m guessing she’s his “informant” to where & who to steal from, & may be stealing some or letting animals loose herself for him. Now when this went to pick the dog (when it went missing before he gave it back to the real owners) up because it was back at the shelter, he didn’t have the money to pay the fine, so someone else offered to pay it for him, and the shelter had a problem with that & didn’t want to return the dog, people made a big fuss, and it was finally given back to them.

“The Muncie Animal Shelter has a lot of community support, and a supportive city council that acknowledged that the recession has put pet owners in the position of having to abandon their pets, but that is certainly no fault of the pets. It has allowed the expansion of the Shelter’s budget because, as Muncie Mayor Dennis Taylor says, “You’re not always able to save money, but this is much better for animals and for the city and county.”

They only have the support of the blind in the community, many have fell victim of peckinpaughs illegal abusive tactics and others see through all the shelters lies. There’s no doubt that it’s probably become harder for some to afford expensive pet food, ect but there are services from other agencies that the shelter could instead be referring owners to instead of stealing their pets, & so those that do actually surrender them because of it can get help instead. However, that option doesn’t generate all the money for the city & mayor though so they ignore it & go for the money. Once again the money made goes to the city, not the shelter, they are constantly begging for food, donations of leashes, collars, anything & everything. The only thing expanding from it is the city’s new pay to use dog parks, ect. So much for the article authors fact checking of their stories before posting, but again why I question the truth in when it was honestly published.
Especially since the No Kill Advocacy just posted the shelters info on the no kill for a day. Many caught on to the fact that no home visits are done, no application process, no actually making sure the animals are going to a good home, just they get sold. The fact they have over 4-7 (have seen info saying different amounts) thousand animals each year yet you may see 20 posted for adoption, zero missing or found until after people started watching recently because of my posts and now that others around the world are watching, ect. At the moment the shelter & its director are trying to clean their image up quick now that eyes all over the world are watching.
All the information posted in the “Other Info” parts can be backed up with proof, question is, can he provide verifiable proof of where every single animal came from, & where they went to after he took over? And by verifiable I mean an investigator actually checking with all past owners, & verifying they actually owned the animal, and the real reason why he had them in his possession?
Here’s the thing, animal control, & an animal shelter are supposed to be for helping animals not harming & exploiting them, but that’s exactly what the animal shelter, director, & city are & have been doing since 2012 when tyler became mayor & put peckinpaugh in his position. Peckinpaugh is qualified to harm things, there’s no question about that, but he’s not qualified for a position dealing with animals. He has no real knowledge of animals besides how to sell & harm them in my opinion based on his actions. The fact that he participated in a cruelty to animals event shows he shouldn’t be in his position, ( you can read the article here I just noticed the city’s personal pr writer has edited his post somewhat to change what peckinpaugh said to “would be hurt, from none were being harmed”, gotta love the city’s gov lap dog, However word play does zip, emotionally terrorizing a pig for “fun” is “hurting it” smh nice try though ) but to then actually say that “you could see the animals were in distress but none were being harmed” yet charges others for animal cruelty is beyond a joke, and it shows he see’s nothing wrong with harming animals for entertainment, & if it makes money. However, that’s not all either, it shows he has knowledge or understanding, or better yet just doesn’t care about psychologically harming animals, & doesn’t honestly recognize they have feelings like humans. When he violently rips animals away from loving homes during his illegal seizures (his lie in the article that it was only from poor people) those animals are psychologically harmed, they feel scared just like a child would, the get depressed like humans, ect. It’s time to reclassify domesticated pets to the equal as a living child, a living dependent in other words, to stop illegal seizures by putting social workers in charge of checking on animals welfare the way they are required to children, to stop the sale of animals, and to start shutting down corrupt shelters. If shelters really wanted to help animals they wouldn’t exploit their community both human & fur and especially the poor ones, instead they would be referring those families to agencies that are set up to help and making sure the community know they exist, not just steal them where they can’t afford to feed them either. Greedy corrupt shelters need to go!!!!
